Department Policy • SOP 3.0

Standard Operating Procedures

Every LSPD officer is expected to follow these procedures to the best of their ability at all times. If you are ever unable to follow them, for any reason, reach out to a member of High Command immediately.

Part 1 · The Department

Mission & Policy

The Los Santos Police Department is tasked with law enforcement and crime prevention across San Andreas County. The department also trains prospective officers and is dedicated to the well-being and safety of Eclipse's society.

Department policy

All personnel are required to keep reviewing the SOPs, so the correct procedure is applied on every scene. Following them closely makes the department more effective and keeps lawsuits against it to a minimum.

Department structure

These standards are a direct representation of the LSPD and are the minimum expected of every officer. Divisions, offices and facilities may add their own, more specific standards, and those are mandatory too.

Violations can lead to verbal warnings, strike points or termination. Some infractions are serious enough to warrant immediate termination.

Bullying & harassment

Every LSPD employee is entitled to a workplace free of discrimination, bullying and harassment, including sexual harassment. Treat each other with respect and value each other's opinions without bias.

  • CannotCreate a hostile, intimidating or offensive environment based on age, sex, race, color, religion, family or marital status, place of origin, political beliefs, sexual orientation, or physical or mental disability.

Jurisdiction § 1

The Los Santos Police Department has jurisdiction across the entire State of San Andreas.

Callsigns

Each rank range has its own callsign letter. You're given a callsign when you're hired, and it's updated as you're promoted.

Suspicion & Probable Cause § 1.1 – 1.3

Reasonable suspicion § 1.1

  • CanAsk for consent to a GSR test. The suspect may refuse.
  • CanTerry frisk the suspect. Consent is not required.

Probable cause § 1.2

Enough evidence to reasonably believe the person likely committed the crime. Example: you respond to a suspicious person call and see a suspicious handoff.

  • CanPlace the suspect in custody.
Terry frisk: search the person's inventory and roleplay the discovery realistically. A small bag of drugs fits in a pocket; a Micro SMG or Tec-9 is much harder to hide under clothing.

Detainment § 1.3

In a vehicle

Usually a traffic stop (10-11). The suspect stays in the vehicle with the engine off. Miranda is not required.

On foot

Handcuff them and make clear they are detained, not arrested. You may frisk under reasonable suspicion. Miranda is required.

Conduct & Chain of Command § 3

  • TrainingAsk anyone with an FTO certification. If they can't help, go to the Lead FTOs.
  • SensitiveFor harassment or sensitive topics, skip the chain of command and go straight to High Command, starting with the Commander. It's handled confidentially and urgently.

Respect § 3.4

  • MustTreat every officer with equality and respect. Rank never gives the right to belittle anyone. There's a time and place to joke around, so know it.
  • CannotTaunt or disrespect suspects in custody. Stay professional and treat everyone with dignity.

Identification § 3.5

  • MustGive your badge number (callsign) and name when asked. You don't have to give your rank.

Off Duty § 3.6

Working with EMS § 25.1

Smooth communication with EMS and the DOJ keeps Los Santos safe. With EMS, it's mostly about getting treatment for suspects and officers.

Treating a suspect

  1. Switch to EMS radio (radio 2), say "PD to EMS" and wait for acknowledgement.
  2. Tell them a suspect needs treatment and send a dispatch with /911ems.
  3. While EMS is en route, handcuff the suspect and keep the area under control.
  4. When EMS arrives, tell them the suspect is cuffed and ready. Don't escort mid-treatment.
  5. After treatment, help the suspect up by escorting them, tell EMS they're clear, then arrest or detain as normal.

Treating an officer

Same call-in process. Get the officer somewhere safe and treatable, and clear EMS once everyone's treated. Officers are always treated before suspects.

EMS at panic buttons

  1. EMS parks well back on standby and joins PD radio to say they're there.
  2. Officers secure the scene and tell EMS whether it's Code 4.
  3. If every officer is down, call it with /police Code 4, but only once the scene is truly safe.
  4. EMS treats everyone. Help them find officers in hard-to-reach places, then clear them once all officers are up.

Working with the DOJ § 25.2

Cell calls

  1. A suspect can ask for a lawyer at any point during processing.
  2. In the LSPD Discord, go to #request-lawyer, tag @DOJ and include the charges.
  3. Tell the suspect a representative has 10 minutes to get in touch.
  4. When the lawyer arrives, ask whether they want to speak to you or the suspect first. Keep writing your report meanwhile; the suspect keeps the right to remain silent.
  5. Cooperate with the lawyer as they negotiate. You don't have to drop charges, but solid-evidence charges (like weapon possession) usually stand, while others (like misdemeanor vs felony possession) can be argued.
  • MustBefore a cell call, have the lawyer disclose any personal relationship with the suspect. They can't stay silent on this. If there is one, find another lawyer, and report any lawyer who hides it.
  • BodycamYou don't have to show bodycam to a lawyer. You only have to when it's subpoenaed.

Subpoenas & bodycam

Keep your bodycam working at all times; failing to can mean discipline. Footage must be kept for 3 days, giving people time to file a case against the LSPD. After that you're not required to keep it.

Ankle monitors High Command+

  • MustOnly for probation, with the person's representative present. Use /anklet and fill out the probation form (found in the LSPD Discord's probation channel).
  • CanTrack them with /ankletlocation [CID], and fully search the person and the vehicle they're driving without suspicion. Lower ranks can come along.
  • CannotSearch every vehicle in their garage (that needs a warrant), check up more than 5 times a day, or misuse monitors in any way.
  • MustConfiscate anything illegal you find, report it to the DOJ, and arrest as normal.
  • MustRemove it with the same representative present, then delete their cases or remove them as the criminal, and have a DOJ employee confirm the charges were dropped.

Everyday conduct

  • DiscordIn the DOJ Discord, ask for the PD role in General Chat: "Requesting PD role, please."
  • CanAsk DOJ staff who are lingering at MRPD without official business to leave. DOJ high command are the exception.
  • IssuesReport problems with DOJ staff to DOJ high command (District Judges, Assistant Chief Justice, Chief Justice) through a General Case in Open-a-Case. Don't use DOJ Oversight for staff or RP issues.
